The Department of Labor and Employment Regional Coordinating Council (DOLE-RCC) carried out the Basic Training for Single Entry Assistance Desk Officers (SEADO) Training on July 4-5, 2022 at Aureo Resort, City of San Fernando, La Union.

The said training accommodated participants who have not gone through it, whether or not having experienced handling request for assistance, though most may generally be considered as newbies.

RCMB1’s own desk officers Supervising Labor and Employment Officer Cesar Cacayuran and Senior Labor and Employment Officer Lester Panem served as resource persons. Cacayuran elaborated on the different conciliation techniques employed during conferences, following a discussion on the salient features of RA 10396 enforcing the mandatory conciliation-mediation of labor issues arising from employer-employee relationship.

A mock conference was set up for the participants to observe and provide objective feedback.

“There was a lot of learnings during the training both theoretical and experiential,” Cacayuran said, noting the productive exchange of ideas and sharing of instances from those who have handled RFAs.

The training aimed to provide DOLE and its attached agencies additional SEADOs to handle labor disputes at the conciliation level.
